Her sister described her as a taxpayer who is legal in the country and is part of the community.

Erin Hall, lawyer of Mrs. Ward, said the United States immigration and customs application, which handles such cases, has not provided any criminal record. The agency declined to comment.

Mrs. Ward has a leg in detention for a week and does not have a date for an audience about her case.
